Random Fallout 4 fps drops

Have this odd issue, anything involving draw distance (even with FAR overhaul mod and distance set to min in game settings) results in fps drops to mid 40s on my pc, I know its draw distacne cause when I aim at the ground my fps shoots to 60 again. system specs below

 

118gb SSD

16gb DD3 Ram

MSI TWIN FROZR GTX 970

I5 4670 CPU @ 3.4GHZ QUAD CORE(3.8GHZ TURBO)
