man who cried wolf problem

I know a lot of people have had problems getting the Man who cried Wolf quest in Solitude to start. I've done everything I can to get it to start but I can't get the opening conversation with Varnius to work. The main problem is that Varnius does not seem to be in the palace at all, or in the surrounding area. If I use a console command to force Varnius into the palace and use Setstage MS06Start 5 to start the scene, he just walks out of the palace. I tried turning off all mods related to the Blue Palace, but this doesn't help. Has anyone else encountered this issue with him?

Did you walk into the Palace after the scene played out with the execution? That might need to take place before he comes. Also make sure you aren't on the turn in part of the bard quest to deliver the King Olaf's verse for Elsif to hear. Other than that, you might want to list out your mod order and what you are using to install them. Just because you disabled them doesn't mean anything necessarily. Skyrim bakes information into your saves, and so by disabling them, it's likely only going to cause more problems if anything unless you start with a new game and try it.

1. Skyrim Radioactive is not compatible with ELFX or any mod that adds NPCs he says. You have lots of mods that do that and ELFX.

Make sure you read what is compatible and incompatible on that page.

3. Legacy of the Dragonborn has... well issues with tons of your mods. I'm not going to go into it. Just read the page. Skyrim Radioactive, SexLab, Elfx, ...
This mod is likely the main culprit, though I'm wondering at why you aren't having tons of CTDs.

A good load order would be:
Skyrim
Update
DLCs
USLeEP
[other .esms]
[Mods without .esps] (Sort with LOOT to let it have its preference on some)
[All of your other .esps]
[Textures] (Landscapes, city changes)
[body Textures/Meshes]
[Animations] (FNIS and anything that needs FNIS to update it)
[Custom Skeleton] (Generally xpmse)
Alternate Start
RS Patch
DynDOLOD

Arrange your left AND your right pane in this order, then run LOOT and make sure you click apply. Then sort the LEFT pane to match the right after you close out of LOOT. Texture files can be moved on the left to how you prefer them. The lower they are, the more they will overwrite.
