Quantras
So I only built my first computer recently, and I decided I wanted to try out Fallout New Vegas, as I had played the game on my PS3 and never tried the DLC's. The problem I'm having is that whenever I activate the plugin for both The Russell mod (so I could avoid the bug with Niner where you can't interact with the soldier at the mojave outpost) and NVB3, The game will play fine for a few minutes, especially if I remain indoors. I tried it recently while inside Lollipopz from the Cotio Ergo Sum mod. However whenever I go outside, after about a minute the sound on my weapons will be gone. should I switch weapons or Armour, The gun will just be a massive red exclamation mark, which I've read means it's missing the mesh. It doesn't just affect my mods, It also affects vanilla weapons, such as the Ranger Sequoia. I've tried turning archive invalidation on and off, and I've verified the game cache through steam but neither have helped. The game works fine without the two plugins, and even with the two plugin's on I'm still only at 134 active plugin's, so I don't think I've exceed the limit. dubiousintent
First of all, that "load order" doesn't look to be sorted correctly. That alone can cause the "missing mesh" problem. Start with LOOT and then make manually adjustments as needed. You have 136 mods in that list. The "cap" for FNV is considered to be 140, but it varies depending upon your system. (Mine is 129.) You may have too many plugins in the "Data" folder. Even "inactive" ones count. Move any "inactive" plugins out, and then try deactivating 5 and see if it makes a difference. See this entry in that "Mod Conflict" article about increasing available memory. -Dubious-
Quantras
I removed one mod before trying again (war never changes quest mod) just to see if there was any changes, and this time NVB3 and Russell where working fine. Only issues I had was Niner's face was Purple, and two of the millennia weapons (The AK-47 and M37 Ithaca) would be switching textures constantly and the Mesh for the M37 Ithaca was missing for it at times, but unequipping and reequipping it would cause the Mesh to reappear. I also encountered a few Legionaries and their Armour was also constantly switching textures. I'm guessing that might be due to the load order? I already have loot installed and that was the order It gave me when I used it to sort the plugins. I suppose I'll have to arrange it myself to fix the issue then? Oh, and I am using the 4GB patch as well.
dubiousintent
Those are still symptoms of "too many plugins". That it improved somewhat is encouraging that you are on the right track. Keep removing mods until you stop having problems. Try implementing one of the "heap size" fixes, preferably the "Sheson" fix for NVSE (in that entry I pointed you to last time). Then look into either a "merge patch" or a "bash patch" to resolve "record level" conflicts, as that may eliminate some plugins as well. Finally, once things appear stable take a look at the "Merged Plugin Guidelines for Personal Use" on squeezing in a few more plugins into "merge plugins" (different from a "merge patch". See this entry in the article "FNV General Mod Use Advice" which explains the difference). As to the "load order": LOOT puts my NVBounties I before II, and that before III. WeaponsModExpanded comes after them. "Project Nevada - Cyberware additions" was the last of all the PN optional files. Not to say yours will have that exact LO; just that's what initially caught my eye. It never hurts to run LOOT again (and again) whenever you add or remove a mod. -Dubious- Edited November 30, 2016 by dubiousintent
Thenryb
If you are looking for plugins to delete, you may consider deleting those "crap packs". IMO they add very little useful stuff and take up 4 plug in slots.

That is a good reason to ignore my suggestion. I am surprised that jsawyer made his mod dependent on those.
Quantras
I deleted a quest mod (war never changes) which had about 3 plug-ins and I hadn't done anything with and the Bhramin texture one ( thought I needed it for the Betsy companion mod but It was only a recommended mod.) Anyway, both NVB3 and Russell are working fine now, and I haven't add any issues with textures or meshes. I appreciate the help you guys gave me.
