Fixing terrain popping into view (what ini settings?)

Ok so I have been tinkering with cell buffer and some mesh distances but I have not found a way for things to not pop into view. Most noticeable traveling in daylight as I will go from one cell to another and pop.

What other settings can be tweaked for this. I have not tried ugrids to load yet. Are there other settings?

What is the max and multiplier for cell buffers?
