Legendary Items

I see many pics where the item has legendary in parenthesis. when does this happen to an item? Is it when it is fully upgraded at a stone or bench?

I think only the higher level items such as Daedric can reach Legendary. You need to upgrade them on the grindstone (weapons) and workbench (armors).

I was under the impression that Legendary was only tagged if you had smithing over 100 with enchants or potions when you improved it. The actual item could be anything, afaik.

If you have a smithing skill of 30, for example, and you picked up the Elven Smithing perk, but not the Dwarven Smithing perk, you could upgrade Elven armors and weapons to Superior, but you wouldn't be able to upgrade Dwarven armors and weapons to superior until you hit Smithing 31.

I was getting Legendary descriptions from Smithing once it hit 90.

If you have the relevant smithing perk, (ie: Elven Smithing for Elven gear), you only need 91 smithing to increase it to Legendary. Also, an increase in Smithing will improve weapons/armor past Legendary by 1 armor per 5 points and 1 weapon damage per 10 points. For example, if you have 91 Smithing and the Elven Smithing perk, you can increase a piece of Elven Armor to +20 armor. When you hit 96 Smithing, you can increase it again for a total of 21 armor.
