Fixed! Some combination of everything I did here and/or installing Fallout Character Overhaul did the trick. Thanks a lot, that was brutal.

Now I just need to figure out how to get the game working bit from FCO with the NPCs not looking inbred bit from Remastered, since Remastered causes this issue again.

There are things out of my control , it deals with time, as in when FCO was produced verses Remastered.

Remastered deals with the main games files and it's code for the DLC's.

But you can load it last in the load order and use xedit to slide the hair entries fro FCO into Remastered and retest in game, you will be making changes to suite your needs. I can't or won't update remastered due to other mods, requiring me to ask for permissions from authors.

It's becomes a rat race and ends up breaking things.

Slide FCO's changes into RM and your set.

I would ask...where did you get Remastered from? what version is it? Does it contain a document reflecting my name in it?

It's all working now, went ahead and turned FWE/MMM/NPCs use ammo and 100 other things back on and it's all working smoothly.

And I assume it's from here, I had a lot of mods on my desktop. I don't see a readme or anything. I just used all the old mods I had and looked for updates to this and that.

Ok ,most likely from way back.

fallout3 Remastered Update was never hosted here, only the Original code was. IF there is no documentation with in it, it's not ours ,it's a copy cat mod.

If it's packaged in a rar file ? it's not ours, we never used win rar.
