Problem with referenced armored boots on NPC's

Are there any known bugs working with referenced armored boots (vanilla or mod versions) on NPC's? I can get a reference from them, via getInventoryObject, but problems occur if I do. If I add this footwear to an NPC's inventory, a script will run to monitor it and pass the result to a reference type variable. But, then the NPC will refuse to wear the boots. Even if I do or don't manipulate the boots via it's reference in any way. I can verify the boots have a reference using messageEX & %n. Other armored items work fine, including normal footwear, so why are boots so different.
