Magic FX Sound Bug

I started playing oblivion again, and I started getting this banging sound on loop in the background that didn't go away with a game restart or with a validation through steam. It turned out to be the spl_alteration_hit.wav file stuck on repeat in game. I made a text file and renamed it to stand in as a blank audio file, hoping that would solve the problem, only to have the game take and loop a different sound file. Anybody have any idea how to fix this?

Sounds like you're experiencing the Scripted Effect Spell casting sound issue. What you're hearing is the game's casting sound for Scripted Effect Spells.

Several magic overhauls, like Supreme Magicka, Midas Magic, et al, or generally mods with advanced scripting techniques, relied, or still do, on so-called Scripted Effect Spells to get certain scripts running on whatever they hit, most prominent are means to spam your surrounding with said spells in order to hit or detect everything nearby. Needless to say said spamming will of course also spam that sound.

That's why so-called Script Effect Silencer mods were among the first to be released once this issue became known. There's one included inside Midas Magic, Supreme Magicka ships a plugin for this, the Unofficial Oblivion Patch (UOP), as far as I know, does it as well, and last but not least even Wrye Bash's anyways inevitable Bashed Patch feature can also turn this off now. Or if you prefer a stand-alone solution instead, Duke Patrick's conveniently named Basic Script Effect Silencer is known to do the job quite nicely as well. Just make sure you do not mix several different ones, as they can very well also undo each other's changes.
