WILL TEXTURE LOADING FOREVER BE BROKEN?

I've had the issue of textures not loading correctly on numerous occassions, specifically around the 1.4/1.5 update, which leads me to conclude that it is indeed an issue related to the texture streaming process that Bethesda implemented (which JimmyRJump mentioned)

I can say for certain that ever since those updates, I've observed my hard drive being accessed much more frequently than before whilst playing the game, and have lost count of the number of times my game has froze whilst it's loading a new cell/meshes/textures, thanks to Vram spikes. Lowering some of my settings related to shadow distance & quality, as well as using a mod for godrays (as well as lowering my game resolution) has alleviated it mostly, but occassionally the low resolution texture problem annoyingly pops up every now and then.

Xcinema is the most graphically intensive ENB (and gorgeous to boot) and but with your set-up it shouldn't affect performance, so yeah, it's basically a Bethesda thing.

You seem to have a pretty good rig (much better than mine) although I've heard numerous times in the last six months or so that Fallout4 doesn't perform optimally with SLI setups for some reason, I've come across a number of posts in the forums from users with SLI set-ups who have differing performance issues.
