Skyrim freezes when entering certain areas

I've been having an issue where Skyrim will hard freeze when I attempt to enter certain areas. For a while now I haven't been able to enter the area around Riverwood to complete a Dawnguard quest, and just today another area has become inaccessible. I left the Dark Brotherhood Sanctuary on a contract and am now unable to return; if I try to fast travel there the game gets stuck on the loading screen and if I walk there the game hard freezes. Sometimes the freeze will be bad enough to require a full system reboot.

 

I tried cleaning the master files with SSEEdit and tried cleaning my save file with SkyrimTools' ReSaver, but the result is the same. I'm running around 50 mods at the moment and can provide a list if that helps. I didn't see anything particularly interesting in the Papyrus log but I can send that too if it's useful.
