Why do my graphics look so ugly with my new GTX 1060 6GB?

Yes, I have all of the drivers. I had a problem earlier with another game and I definitely have all the drivers. Skyrim runs fine with no lag and 3 second long loading screens and downloaded on ADATA 512 GB SSD but the graphics are ugly, and it's not just because I'm in the soul cairn as you can see in the pics at the end of the post, or this video:

 

 

You can see at 2:09 that the one dudes mouth is out of sync with his words. What is weird about that video, is that the fog/mist that comes up in the loading screen and main menu screen, in the game it looks almost all completely 1 shade of gray and really choppy and gross, but in the video it looks just fine. You can see what I mean at the bottom of this post it's the first picture.I did record it with Shadowplay though, and I have GeForce Experience. I don't have it optimized right now because it looks the same whether it's optimized or not. I did use the defaults though. Here are the settings, sorry for the huge pictures but idk how to change it.

I don't have any ENB mods (though if I need to install any to fix this thing I can, was looking to get Bleak ENB either way) but I do have a few graphics mods. If you need the load order I guess I could look harder to figure out how to post it without having to type each 142 of my mods and things out mod for mod, but here is the list of my mods found appdata -> local -> skyrim. I will go through and put (unchecked) in red next to all of the ones I don't have checked to run in Mod Organizer:

Also I have an i5-4460 processor. I have two games on my new PC right now that both have great graphics. Half Life 2(ok, good graphics for a 12 year old game, and it sets it to very high) and The Talos Principle (fantastic ultra graphics for a game that game out coming up in a few days, exactly 2 years ago) The thing that comes up with you start skyrim through steam and not SKSE auto sets it to Ultra High too. BTW I have SKSE installed manually, I don't have the Steam mod.
Might edit things after, I don't want to accidentally press the back button on this post and lose everything I typed again.

I'm no specialist, but I have a little bit of experience switching cards (which I am personally looking at the 1060 for the upcoming Christmas).

- A new part in a computer may mean a new installation is required.

- Check out your Skyrim Launcher settings, I have no idea if it would change, but it is worth a look.

 

Good Luck, hope you enjoy your card more than you are right now (cringes in fear hoping he doesn't get the same experience when switching his 950 out).

 

EDIT2:

Check out your SkyrimPrefs and check that everything is in order for any ENBs or specific mods.

Don't use Nvidia Geforce for anything, it is like a god send for bugs, sure, without mods, it is great, but you might as well left Garfielf Tuskan Raid it for you.

Also, put your damn lists in a Pastebin or a spoiler.

If you aren't using LOOT, you should be. Once installed if you don't have it, run the program and hit apply. Then go to the 3 dots in the upper right and within that section you'll see "Copy Load Order". From there, you can paste it for us. Please don't tell me all your mods are in alphabetical order. If so, you really need to watch this series:

Hey, thanks for the reply. Nah they're not in alphabetical order. I watched both of gopher's load order videos but TES5Edit is still pretty confusing and the LOOT video is outdated with an older version. The series you posted seems to be about how to install mods and not reordering them. Load order is: http://pastebin.com/iJVS3B8T
