Need help, crashing when going outdoors

I have around 100 mods and everything runs well until I try to go outside, if I am indoors the game runs fine but when I try to load outside or if I load a save that is outside and move to certain locations the game will crash/get stuck on loading screen.

 

I have turned off ETAC and TPOS and Audio Overhaul for Skyrim and those didn't fix it, i'm not sure what other mods could cause this issues, TES5EDIT loads everything normally and loot doesn't say there are errors other than that a couple mods like the base game DLC's need cleaning
