I think someone else here suggested something similar, though I wasn't so sure. Anyway: in addition to the usual manor+addons, you could build additional houses, for additional NPCs.

First, you could build a guard barracks and hire some guards which just patrol around and kill hostiles, and also prevent that one "sprouse abduction" quest from happening.

Then, shops and hire traders. Space over there is limited, so maybe you can only build one or two. You could pick:

- smith: stocks generic weapons and armor, and also a lot of leather, ores and ingots, with a focus to iron, steel, quicksilver, orihalcum, that stuff

- jeweler: stocks gems (even flawless), circlets, rings, aedric amulets, gold, silver

- alchemist: stocks ingredients and potions

- mage: soul gems, spell tomes, staffs

- thief: should probably not be called this way. Only available for members of the thieves guild, works as a fence and sells lockpicks

- general trader: stocks clutter, glass, goat horns, such stuff. As a special feature, this one could have a chest where you can just dump any items, and over time, they are converted into gold, like the Garage Sale mod for F4
