Missing Skyrim.ini

Does it state the directory it's looking for this .ini config in? If so, it's probably safe to create a dummy text file (with nothing in it) in that location and name it "Skyrim.ini". This little trick has been being used for a while on many different versions of the mod managers for Bethesda's games and shouldn't cause any problems.

 

Edit: If the directory is \My Documents\My Games\Skyrim\ do not use this method as that's where the game stores the config file it actually uses for the game. To resolve this issue under these circumstances, creating a saved character in-game should be all that's necessary.
