PowderdToastMan
Most people who edit textures here use gimp : http://www.thenexusforums.com/index.php?/forum/325-gimp/ but you can use photoshop, paint, and others too. But to expand on your BSA query, the way to go about replacing textures is not by opening the bsa, but creating the identical file path parallel to it with the texture being named identical to the one you want it to replace, and simply using what is known as archive invalidation to tell the game to use the newer one. Edit* You can use the fallout mod manager to browse the bsa to pull a copy of the original file out of it for editing.
