If they don't even "know", how could they be bothered? But as soon as you make public what you did, i.e. distributing as your mod, your rework or improved version or whatever of someone else's mod, or even your patch to someone else's mod but containing and redistributing modified parts of their mod, and in case of this website even showing pictures of your mod in some cases, that's when there will be a problem. You can generally do whatever you want with someone else's mod, reverse engineer it, take it apart, butcher it even, and do your own thing, as much as you want, as long as you keep it to yourself, and in some cases best even don't talk about it in public places. Quite frankly, dissecting other authors' works for many an author was the first step into modding for themselves.
