Increasing View Distance without decimating fps?

I've been trying to figure out how I can increase the view distance without completely destroying my fps.

 

I've got an Asus 890fx MB

8GB RAM

ASUS 6850 Video Card

AMD Phenom 2 X4 925 cpu

I have settings on High, and maxed all the sliders to the right.

I've got Enhanced Distant Terrain, Skyrim HD 2k Textures, ENB and FXAA and Acceleration, get about 35-50 FPS outside unless I look towards towns, then it drops to about 25-30. I get 60 FPS inside.

I set the grass load to 14000 instead of 7000, but the pros of that don't outweigh the cons usually.

 

I've been trying to make the texture pop-in less noticeable. And I also notice blocky terrain around the rivers when viewing from a mountain or from far away. Is there something to soften the edges, or create a DOV mod like they had in New Vegas so it wasn;t as noticeable? I tried ugridstoload, and sometimes it worked really well, and sometimes it didn't work at all. More times then not it made my game unplayable. I'm fine with around 30fps, since 60 fps seems to make my screen feel jittery.

 

Anyone have any tweaks or mods that come to mind to help with that?
