No Experience gains on one character, other unaffected

So, I noticed that I've suddenly stopped gaining experience on my high level character but my lower level character still can. I've run into this problem once before and remember I solved it with a console command, but I cannot locate the solution now.

 

I'm running on PC, very modded. Everything worked fine last week and I haven't updated anything since, nor downloaded any new mods. I've tried reloading older saves, restarting the machine, disabling and reenabling mods, and pretty much all the usual fixes.

 

If you need more info, let me know. Any input is very much appreciated.
