[LE] NPCs' odd behavior

I'm running into an issue where certain NPCs will just go running off. I've checked the nav mesh, validated the Actors have default packages in the package list, and also applied a standard default sandbox at editor location package. Nothing seems to work. The NPCs are unique, and I have checked their location is valid. They seem to just run until I've gotten within some distance of them, then they re-evaluate their package stack and walk back to the default sandbox area. Anyone experienced this before or have any idea why they may be doing this?

 

Edit: these are actors I've created, not actors already in Skyrim. This is done in a separate worldspace other than Tamriel.
