FPS seems to be capped at 30fps?

you need to fiddle with that in the nvidia control panel(not nvidia experience or the game provided launcher, but the control panel.) There you have a variety of options that fit your preferences. Program controlled, glabal, adaptive, half adaptive and so on, find what bugs you the least, there are no perfect solution/setting/capping. You will either have lag or flicker but you should be able to have your fps counter say stable 60 or 120fps. Also, remember to correctly adjust your monitors refresh rate.

 

Ill take a bit of 120fps flickering , over sluggish capped 60 fps and still a tiny bit of flicker, any day. You will eventually have fps drops either way.

A number of things in the game engine (like the physics system) are tied to the frame rate having a cap of 60fps, increasing your fps over that 60fps limit will only cause you more problems in the long run in your game (breaking the lock-picking mini game, objects moving faster than they should, events triggering before you arrive etc) I would not recommend you do it.
