[NV] Skill points on character creation

I have a few question that's related to skill points on character creation.

 

When you get to the point in character creation where you get to tag 3 skills to increase their points, I noticed that not all of the points are the same value (ex. some points have higher values than others) so I was wondering three things:

 

1. Is there a consistent formula/process on how your SPECIAL attributes affect your skill points when creating your character?

2. Is there a base default value for your skills regardless of what your SPECIAL attributes are assigned as?

3. Is there a way to override any or both of these processes so that you can chose what your skill points are defaulted to/how your SPECIAL attributes affect your skill points from their default value?

This page on the GECK wiki lists the relevant game settings that you need to modify: Derived Skill Settings

  • All skills have a base value of 2 (fAVDSkillSKILLNAMEBase).
  • For each point in a skill's associated SPECIAL attribute, the skill is raised by 2 (fAVDSkillPrimaryBonusMult).
  • For each point of Luck, all skills are increased by 0.5 (fAVDSkillLuckBonusMult).
