Lutine
I'm sure a dead bounty hunter can't place another bounty on you for killing him.

I was going for Master Criminal achievement and... well... I went overboard and booked it. :P Two cities later, this guy runs at me claiming to be a Bounty Hunter. xD

Perraine
Easiest way I think is to steal something from one of the many little 'cottages' and huts of the 'hunter/farmer/gatherer/plant kisser's or frog f***er's (sorry) that are scattered throughout Skyrim, That's normally enough to get the Assassin's contract out on yo. Killing Stormcloaks/Imperials/Thalmor/Stendarr (?) I think will earn you a bounty on your head. Not sure about the thieves on the roads, maybe you have to reach a certain 'sneak' level and they see you as competition? I know after you become a member of the Thieves Guild you have an extra dialogue option with them, something like "Hey don't you recognise a brother/sister thief"

Thanks for the info :DAs for stealing, i stole some items from Hilde, Then killed her. Few hours later, i get 3 thugs with a contract from Sven to 'eliminate' me as i r@ped his mom, and 10min later i get another 3 thugs by Hilde to kill me since i stole something from her. Spooky...
