Can't spend dragon souls

I'm having this weird glitch where I can't learn new shouts. Even if I have 8 dragon souls it still tells me that I don't have any dragon souls. I tried starting a new game already so I've ruled out corrupted save. I also tried downloading a dragon souls to perk points mod so I could at least use the dragon souls. After I converted all of my dragon souls it told me that I had negative 1 dragon souls. Has anyone seen this before?

And... I've also tried using the make skyrim vanilla again tool....

I was having the same problem and realized I had to press "R" key (slaps forehead)ð Hope this helps
