So I downloaded bunch of mods 18 or so, but when I try to run the game it opens the game, but it takes time for the fog to appear..I dont know maybe the mods are demanding (I will post them later) but I'm not sure since they're not graphic related mods

I think I understand what you're saying...

So first things first, you usually don't want to download and activate more than a couple mods at once, just to be sure that no conflicts or CTD's pop-up. Script heavy mods should probably have more attention paid to them, both in installing and removing them.

Have you tried using LOOT to manage your load order to see if that clears it up?

Well first I tried loading SkyUI, Requim and Interesting NPCS and it all worked

As to your load order:
1. I would highly suggest you delete the Unofficial patches for Skyrim and instead get the Unofficial Skyrim Legendary edition patch since you have all 3 DLC. Place it right after Dragonborn. If you don't want to use it for some strange reason, your USKP should be like this:
Skyrim
Update
Unofficial Skyrim Patch
Dawnguard
Unofficial Dawnguard Patch
Hearthfires
Unofficial Hearthfires Patch
Dragonborn
Unofficial Dragonborn Patch
[other .esms]
HighResTexturePack 1,2,3
Unofficial High Resolution Patch
[all .esps]
FNIS (If you ever get it)
[Any animations] (if you ever get them)
XPMSE (if you get it, which I would suggest)
[Any mod LOOT sorts after it]

2. Already I am also noticing you are going for big scripted mods. While some of these work together well, some do not. Make sure that when you are downloading these mods that you use common sense. If you use a City mod that edits NPC scripts due to shuffling around NPC paths and perhaps sounds, any NPC Overhaul or Sound mod may mess with the same scripts. In that case, look for patches. If it doesn't have patches, look for compatibility issues. If those aren't listed, ask. If nothing is available, test it for a while or don't use it. Just common sense.

3. AoS has many patches. Make sure that you do not need any of these for the mods you are using. As you are using AoS, I would also suggest you steer away from any mod that alters combat or combat sounds as they can conflict if the combat mod has sound edits.

4. As you are using CoT, be advised that it does not work well with many other mods that touch on weather. If you ever feel the need to use other mods for weather, make sure it lists this as a compatible mod if you intend to keep using it.

5. While your problem is fixed, make sure you also understand the basics of MO. I'm sure you do, but here is a video below that can help if you haven't seen it yet. Also, just make sure your left pane matches your right.

I will sort my left pane in the above listed order on both the left and right panes, then run LOOT. After LOOT has sorted the plugins on the right pane, I match the left to the same order as the right. It keeps my Skyrim stable.
