I am starting to create Fallout 4 machinimas, I was wondering what mods out there could help me control npc's and camera angles and if you guys have any tricks or commands you use to create machinimas and take images. Thank you

Creation Kit. This is how you position and program npcs to do stuff. The commands are simple, there're three you need (free camera, its speed, fov). You can look up the list of console commands on any website. The rest 99% is about your artistic taste as a director and the amount of work you are willing to put into it before you consider your project done.

@ werr92 It might be a little confusing to the OP to mention the Creation Kit, when what your actually talking about is using the console commands within the game.
