Diplomatic Immunity Bug

I have no idea how it happened but the Diplomatic Immunity quest appears to be all messed up in my game.

 

First of all, I waited a long, long time (in game) between getting the quest and meeting up with Delphine in Riverwood. After I talked with her, the quest advanced to Meet Malborn in Solitude (at the Winking Skeever Inn).

 

So I fast travel to Solitude, go to the Inn but no Malborn.

 

So I open up the console and type: player.moveto 33f46

 

But the console returns: Item '00033F46' not found for parameter ObjectReferenceID

 

getstage MQ201 returns 40 (although I seem to have skipped over 20 and 30 for some reason).

 

Can anyone offer and tips or advice (other than "load an old saved game" :down: )
