Mouse lag/sensitivity drops in heavy rendering areas

Hello Nexus peeps. I've been experiencing a lot of mouse lag that only seems to happen in areas where the game renders lots of objects and large buildings. The game sensitivity feels like it drops in these areas to the point where I can barely move the crosshair around to look around. It'll happen if I'm maintaining 60 fps or drops into the 50's, the fps drops just make it a little worse. If I go into an interior cell or an area where there isn't nearly as much to render, the problem goes away. The sensitivity feels smooth and fluid. I know it has something to do with the game rendering objects, when approaching these areas sometimes my in game mouse movement will literally stutter and stop when I pan over a zone of lots of objects being rendered.

 

This started happening after I installed a new graphics card. Before I was running a gtx 760 4gb(now a 1060) and experienced large fps drops in these same areas along with some input lag with the 760, but the sensitivity did not change regardless of how much the fps was dropping. The 1060 maintains a much higher frame rate average but has twice the amount of input lag I was experiencing before, even with a solid 60 fps. I've tried every stuttering fix that I could find and only borderless window mode and capping the fps at 58 with enboost seem to lessen the effects. Also did fresh install of drivers and wiped the old ones and disabled mouse acceleration in the ini.

 

My mod list is fairly large but pretty basic, just texture changes, weapons and armor, weather mods and bug fixes mostly. Has anyone else ever had this kind of mouse lag before? It makes combat and exploring feel very awkward.
