Large but finite settlement borders

I've downloaded several mods that purport to allow me to build in my settlements far beyond the normal building limits. These mods definitely deliver on their promise, but there's an unforeseen problem:

 

The NPC settlers will sandbox all over the game map!

 

For example, when I'm trying to report back to Preston to turn in a Minutemen quest, I can't just fast travel back to Sanctuary, because he might not even be there! I've seen him on the complete other side of the map from Sanctuary.

 

This is especially annoying when NPCs not trained in combat start wandering into Deathclaw territory. I'm trying to return to Tempines Bluff to report my success with the raiders of Converga Assembly Plant, only to find that she's wantered into a heavy gunner-occupied area and got her ass shot!

 

Blake Abernathy, for instance, can often be seen hanging around Drumlin Diner ... where he risks getting picked off by radscorpions and feral ghouls!

 

So instead of giving me infinite build limit, I'd like to see a mod that expands the settlement borders for smaller settlements like Red Rocket Truck Stop or Tempines Bluff, but doesn't make give me the ability to build all over the game map. I'd still like to see a complete lack of any settlement border overlap. I don't mind if settlement borders are pressed against each other (like state or county borders in the real world), but to ensure that my settlers aren't wandering around in the middle of bumfuk nowhere, the borders should never overlap with each other.

 

For example, the borders for Red Rocket Truck Stop can be expanded eastward until you reach Concord, and southward until you reach the old water tower with the bloatflies. Abernathy Farm's borders can be expanded northward until you reach the same water tower (causing it to share a border with Red Rocket), east until you reach Southern Concord, and south until you reach the lake & bridge that takes you to Sunshine Tidings Co-Op.

 

The list goes on and on.

 

The really big settlements like Sanctuary and Spectacle Island don't need expanding. They're already big enough that I can do anything I want in them.

 

As far as height is concerned, you can go ahead and make that infinite if you want.

 

Anyone feel like doing this mod?

I've had no settler wandering issue with it. However, you can build higher than settlers will climb - probably because the settler sandbox is untouched. So, no roof garden in the clouds.
