Well, My main problem is that when I start up the game, it is only running at 25fps, no matter what I disable, uninstall, or delete, and I am unable to get it to go any higher, even by messing with the .ini settings. and when i actually get into a game, the fps drops even more, down to 20, once again, no matter what graphics settings i have it at, I am at a loss here on what is going on.

As you didn't indicate if you are using a "LAA" flag enabler for the game (like "FNV 4GB Patcher" or "FNV4GB"), I'm going to first point to the "FNV General Mod Use Advice" article which covers that along with some other "getting started" advice.

 

Then you want to take a look at the "Solutions to Performance Problems" section of the "Fallout NV Mod Conflict Troubleshooting" article which covers settings. You should also take a look at the "Issue: CTD without warning 'Out of Memory error' or stops responding after the Main Menu" section which covers "heap size" changes.

 

You also don't indicate you are using ENBSeries or the like, which is good as they impart a heavy load (-30 to 50FPS). But ENBoost can help with performance of graphics rendering. (There is a known issue of the DX9 drivers in Win10 ignoring graphics memory above 4GB.)

Apparently a Restart was all i really needed, it is odd how the engine of the game does that, however..... i now seem to be having a slightly annoying bug with the Weapon Mod Menu, and I have tried every fix listed, the problem is, when i have it installed, i get this error when i hit the X button telling me that the weapon cannot be modified, even tho in the base game it clearly can.

While that is an apparently straightforward situation, there are a couple of unspoken assumptions we need to verify.

 

1. You are trying to "modify" the currently equipped weapon when you hit "x".

 

2. You have a mod that is appropriate for that specific weapon. Most "weapon mods" only apply to very specific weapons. There are (to the best of my knowledge) none that apply to ALL weapons. So you have to check the name of the mod very carefully as the differences in the names are subtle. The easiest way to determine the correct mod for a weapon in game is at the "green vending machines" provided by "Weapon Mods Expanded" (WMX), which are generally found at all the GRA storefronts.

 

(There are a very few instances where "The Weapon Mod Menu" (WMM) will refuse to add weapon mods. See this entry in the "Fallout NV Mod Conflict Troubleshooting" guide, but it will require you to look at the mod plugin internals in either FNVEdit or GECK to verify. This is so rare it is only a "last resort" check. If you confirm the existence of the issue for a specific weapon, let me know the plugin with the vacant first entry so I can build a list of offending plugins.)

 

3. You have installed both MCM and WMM in the correct order. (See the wiki article "HUD-UI-Menu issues".)

 

4. You do NOT have a game controller attached. If you do, see the "Solutions to Control Problems" section in the "Troubleshooting" guide.

 

If none of the above are the problem, see if you can find anything in the "fallout_nv_error.log" file. (See "Checklist item #4" in the "Troubleshooting" guide.)
