Skyrim Special Edition: Weird Blacksmith Animation Glitch

So I have been modding my game fine for the past couple of days, testing out how they work together and I finally got a load order that I'm happy with. The only problem I am having is this weird glitch I get while using a Blacksmithing Forge. I've tried disabling mods and verifying the cache on steam and cleaning all the files with SSEEdit again but nothing seems to work

UPDATE:

So after more tweaking and testing, I found that Enhanced Lights and FX was the problem. While testing I disabled Enhanced Lights and FX with Tamriel Reloaded and that fixed the problem. I then enabled just Tamriel Reloaded and my problem was fixed. So my only guess is that the lighting from Enhanced Lights conflicted with Tamriel Reloaded in some way

UPDATE 2:

 

So after playing again for an hour or two, the glitch came back. I disabled Tamriel Reloaded and started a new game and finally the glitching stopped. Being curious, I created a game with only Alternate Starts, the Unofficial patch, and Tamriel Reloaded active. I was still getting the same glitched behavior so it looks like to be a problem with the mod itself

It could be that one or more of your mods is adding a conflict with ELFX. Generally when using ELFX, I suggest people disable the weather.esp when installing it. This can conflict with some things. Maybe also move your ELFX a little lower in your load order and then Sort with LOOT.
