[LE] AI Packages Issue

So I have some merchants and I'm trying to give them a simple schedule. They are not following it however and I would love some help. Here is the package order:

DefaultEatEditorLoc7x1 (Eat at 7am for 1hr.)

DefaultEatEditorLoc12x1

DefaultEatEditorLoc18x1

Custom Package: Go to inn and sandbox from 8-11pm.

Custom Sleep Package: Sleep from 11pm-6am.

Custom Work Package: Use Idle Marker from 8am-8pm.

All my merchant does is Sleep, Sandbox in her store, then sandbox at inn, and goes back to sleep. While she is living the dream, I need her to use the idle marker as its where she is selling. I have the work package 2nd to last so that she will take breaks from working to eat. The idle marker is an a navmeshed area. Sometimes she also just stands and doesn't even sandbox. Any help would be greatly appreciated :)
