I think your computer guy knows you're not a techy, and is trying to sell you something you don't need. If you want a new computer, its best to build one. Cost you less than half of retail easy, plus you wont get any superfluous extra software that come on factory built machines. You also wont have the additional cost of the store adding upgraded components to make it run the game at an overpriced install rate.

 

Building a new machine is fairly easy. The hardest part is making sure you buy compatible components. I use newegg for parts myself. There are a few other sites around that can be good too. If you have questions about components, tomshardware is a really good resource, if you can get to where you understand what they are saying. There are plenty of places (including here) that will give you advice on what to buy, or what not to buy. If you ask real nice on an appropriate forum, and give your price range, you may even be able to get some example builds in your price range.

 

Also, in my experience, sites like cyberpower and ibuypower are almost as overpriced as a factory PC. The components might be cheaper, but they tag you for all kinds of extra crap you dont really need, then do a poor job of assembly, and charge for attaching 3 zip ties and call it cable management.

 

I haven't looked at component prices recently, but you can probably build a PC that can play Skyrim at atleast medium settings for around $500. For around $1000 you should be able to build someting that will play skyrim with all the 2k+ texture mods, and be upgradeable enough to play TES6 when it releases.

 

Edit: also, like the above poster said, 24gb of ram is overkill. Skyrim wont use more than around 4, only on a 64bit system. If you went with 8gb, you would be good.
