Is there something wrong or was the view distance always this abysmal?

This issue has cropped up a few times since I've upgraded to a 1060, but to put it bluntly, everything more than 30-50 feet away from me looks blurry and horrendous, like my draw distance is set to minimum despite being at maximum settings. In addition, rock formations flicker rapidly, which tends to make them look, you know, absolutely terrible. I've tried faffing about with the settings, uninstalling Dark Fantasy Overhaul, using tesVlodgen, et cetera. I'm not sure what the hell I can do about this, so any help would be greatly appreciated. Will post a load order / mod list if needed, here's a screenshot of how awful it looks.
