Enemies deal little to no damage.

As the title says, Enemies deal almost no damage.

I just started playing skyrim again and of course i used alot of mods.

Ive never used any mods that change stats or something, now i started using Wintermyst and World's Dawn.
After playing for a little while i noticed that my HP is always full or atleast close to full.

Note that im using Iron Equipment and im lvl 4, playing on Legendary.
I stood infront of 2 bandits and they kept attacking me but my hp just regenerated again.

I tried using the "player.damageactorvalue health 50" command and i took damage.

After a while a bunch of bandits surrounded me and kept hitting me, the one with 1h swords dealt 0 damage except with power attacks, those dealt like 10.
The one with greatswords dealt 20-30 with each swing, bows dealt 10 damage.

i checked my armor ratings and they were quite normal.

Bit of a necro, but were you (or anyone who had a similar issue) able to figure this out? I've begun having what seems to be the same issue with no discernable cause.
