Sir Hygaard
If you are refering to the main meshes and textures Oblivion uses they are in a special compressed BSA file. That is where Oblivion looks for them. The other mesh and texture file folders inside your data folder are for your mod's meshes and textures only. If you do not have those anymore just recreate them. Or if you have a mod that created them you may have to use an archive invalidation file to get Oblivion to see them

Triforce1
You could go to the uninstall bit on your add/remove programs. I have never had to do this for TES IV before, but many larger programs have a "repair" feature. You would be prompted to put in your disk, and then it would do the rest. At least, it would if it had that function...
bben46
When you get this fixed, the FIRST thing to do is back up your data folder and your save games folder. To get the original .bsa files back, you are going to have to do a reinstall. But we can save your saved games and existing mods. These instructions are for WinXp, but Vista is similar. It also assumes you installed everything in the default folders. go to the C:\Program Files\Bethesda\Oblivion\Data folder and rename the \data to somthing like \oldata. This saves your existing mods, textures and meshes. Now go to the C:\documents and Settings\Your name\ My Documents\My Games\Oblivion folder and rename the \Oblivion folder there to something like OldOblivion. This saves your saved games and Oblivion.ini. Using the original disk, NOT the oblivion launcher on your desktop, select the uninstall option. After it finishes uninstalling, reinstall - open the cd drawer and re close it to restart the CD. After it finishes installing, start the game and do a save. this initializes some things that need to be initialized. Now if you use it install Shivering Isles and again start the game and make a save. Now, install the latest patch- only one patch! If you use SI, only the latest SI patch. If you do not use SI, then only the latest Oblivion Patch. Be sure to use the patch for your language version. Note: there are 2 English patches - US & UK and they are different. Now, you can go back and rename the NEW \Data file to something like newdata - Then copy (Don't move them!!) the .bsa files from the \NewData folder to the oldata folder you made before. Then after you have checked that they copied OK, rename the oldata back to \data. This restores your original data folder with the addition of Bethesda's original .bsa files that contain the original textures, meshes etc. To recover your original saves, go to C:\documents and Settings\Your name\ My Documents\My Games\Oblivion. rename the \Oblivion to something like NewOblivion. and rename the one you named OldOblivion back to Oblivion. this restores your saves and original Oblivion.ini file. And, you now have a back up of a fresh unmodified \data now called NewData and a fresh unmodified version of the save game folder and Oblivion.ini file now called NewOblivion just in case you need them again. After making sure your game is working properly, Make a backup of both the C:\Program Files\Bethesda\Oblivion\Data (Data folder only) and the C:\documents and Settings\Your name\ My Documents\My Games\Oblivion (\Oblivion folder only) To do this make a new folder somewhere such as C:\ (sometimes called the root directory and name it Oblivion Backup Now copy both of those folders into it. it will take a while, but can save you a lot of time and grief when you find a mod that completely screws up your game. Then every few weeks, make a new copy of those 2 folders and either overwrite the older version or save them with a new name - I use the date on mine. NewtC
Also, the deleted folder should be were all the deleted folders go... The recycle bin! Simply rename the meshes/texture folder temporarily and restore the one in the recycle bin. Then move all files into the restored folder. Yay!I know this because I had the same problem when I first downloaded two mods.
