CTD whenever I'm near or enter dragonsreach

Hi all, I'm having a super frustrating problem. I can run the game fine and with mods it all works beautifully but whenever i get on the stairs of Dragonsreach or enter it my game always crashes. No errors no anything just close instantly and unexpectedly. I checked my load order with loot and it said everything was fine only some ITM records and deleted references and navmeshes on the DLC which i don't really know what that means but I looked them up and people said they're harmless and shouldn't cause any ctds. Anyways, i tried deactivating all my mods and played again with a new save and the same thing happens it just crashes. All i had active was nvidia enb which shouldn't effect anything i don't think. My pc specs are:

 

intel i7

nvidia gtx 980

16 gb of ram

and windows 10 64 bit.
