JamesNuge
So I've been having issues loading Whiterun, but only when exiting a building located in Whiterun. I feel like Open Cities might be the culprit, as I've had a similar issue with it before, but I just uninstalled and moved on, but I'm kinda hoping to fix it because I love not having to load a city each time I enter it. I found a few other posts saying it could be z-levels (? Not sure if that's the correct term), so I adjusted my skyrim.ini a few times with some suggested values but to no avail. I also tried using safety loader, but that seemed to cause some graphical issues and CTD elsewhere. I'm current using MO, LOOT and TS5EDIT. snelss0
I would put your xpmse at the very bottom of your load order. Also, I suggest you use the changes mentioned on the Crash Fixes mod. They may help your game stability. Also, avoid moving and deleting mods from active saved games.

I'll give it a go when I get home from work. There are also a couple of 'Only YOU can prevent forest fire' tips I'm gonna give a go as well (most notably Crash Fix ENBoost and Stable uGridsToLoad)
headfullofdread
Turn off auto-saves & add the following to skyrim.ini to reduce the fps during load screens to 15, this will make a major difference[interface]uTicksToWait=64 And definitely get crash fixes and enboost Edited January 24, 2017 by headfullofdread
JamesNuge
So.....I fixed the issue.....but I kinda don't want to admit what the answer was because it's so silly.... Turns out the skse.ini I was editing wasn't even remotely close to being in the correct place, meaning the memory patch fix wasn't being used at all (which I only found out after install Crash Fixes mod), so I moved it to the directory recommended by the Crash Fixes Mod warning message and viola, no ILS or random CTD's
