Liberation of Skyrim bugged

I'm usually able to get through bugged quests with the console, but this one is giving me real issues. I just finished the Battle for Fort Snowhawk and went back to Ulfric for my reward. He gave me the reward, called me Snow-Hammer, and named me Thane of the city, but no new mission started and the Liberation of Skyrim quest still wants me to report to him. I can interact with Ulfric, but no new dialogue options are present. I found Galmar at the Rift Stormcloak camp (I gave Riften to the Empire during the main quest) and can interact with him as well, but no new dialogue options. With the console I can end the whole Civil War quest line, but I can't restart it, not can I figure out how to get Battle for Fort Greenwall to start. Any other ideas?

 

Edit: the Rescue from Fort Neugrad quest was bugged for me as well - Ralof just hung out at the Whiterun assault camp and wouldn't let me talk to him during the "report back" part, but I was able to skip past that with the console.

That's a wild guess, but you can help me working on a civil war mod by investigating if the

quest CWSiege is active:

 

What stages the CWSiege quest has set? (console command "sqs CWSiege" - is it all zeros or there is a stage set to 1)?

 

If it has not set any stage yet, will it get running after setting "setstage CWSiege 1"? (or "setstage CWSiege 0", don't remember which is actually used for CWSiege).
