You can make a new place object, and position things, but you would be doing so by entering x,y,z coordinates. It would be slow and painful. IT would not be able to find nearest vertical collision. Fo4Edit is great for cleaning up a worldspace mod (since the CK tends to make more edits than you intend much of the time), but it is not good for making a worldspace mod.
