I'm not 100% sure, but I'm going to go out on a limb and say 'no'. Most games don't, and I don't see why Oblivion would. If you're not sure, you can always make a backup of them. The saves are located in My Documents/Games/Oblivion/Saves.

If you DELETE Oblivion, yes it's going to get rid of everything you select and corrupt the files you miss. If you UNINSTALL it, then at the end of the process it will ask you if you want to keep your saves and settings data.

As a general precaution, it is best to make copies of your saves and put them in a safe place before uninstalling.
