Genamine
I am aware this is an already know issue, but stay with me, there is more to it OS (windows 10) is installed on drive CFallout 4 is installed on drive E (E:/Games/steamapps/common/Fallout 4)NMM works as expectedESP, ESM and archive files are installed correctlyHowever all loose files (textures, sounds, meshes, scripts, you name it) are not installed by NMM In all other instances, running NMM as administrator fixed the issue, however for me this did nothingIt still fails to install loose files My permissions on drive E are set to full accessNMM is not being blocked in any way by antivirusManually installing mods works just fine, the issue is specific to NMMAll NMM settings are on defaultThe issue is specific to drive E, when attempting to install the same mods to drive C (C:/Games/Steam/steamapps/common/Fallout 4) all loose files are installed properly
damanding
That program in its current state is just buggy as can be and they're not going to fix it, they're going to write a new one from scratch. There's really no point in wasting effort troubleshooting why it works on C but not E for you (other than possibly where you have NMM itself installed, it seems I remember reading it needs to be installed on the same drive). You can install manually, switch to Mod Organizer 2 http://www.nexusmods.com/skyrimspecialedition/mods/6194/?, or an older version of NMM. Edit for stupid apostrophe mistake. :pinch: Edited January 31, 2017 by damanding

Ive made at least some progress, shortly after starting this thread, by miracle By copying all non-essential files and folders from C drive fallout 4 installation to the E drive fallout 4 installation, NMM is now able to install shortcuts of the loose files that reference the virtual install folderNow, Im no expert on how NMM functions and if its supposed to make shortcuts, but right off the bat it seems to function ingame TL;DR: the issue might be solved? EDIT: Nah, definitely not solved, the virtual install location is on C drive, which completely defeats the purpose of installing on E drive to begin withSuppose I shall switch to mod organizer
snapper69
I was thinking about swapping to MO, but the 3 versions that were there for download all said that they had problems with Windows 10, so I didn't bother. I have NMM and FO4 both installed on a 512Gb ssd (E:) and with a couple of exceptions all my mods work.
damanding
You might have been looking at an old version of Mod Organizer. The currently supported version is here: http://www.nexusmods.com/skyrimspecialedition/mods/6194/?. I use it on Windows 10 with no issues.
