This seems to be the threshold for single-core processor designed games like FNV. It basically ignores your other cores. The good news is that you are running a 64-bit OS, which means with a 4GB enabler you can utilize more than 2GB of memory which will help. See the "Maximizing use of memory" in the "FNV General Mod Use Advice" article. The bad news is that you are going to need to focus on performance and stability first, and "pretty" very much second. Wait on installing any texture replacements until you are satisfied you have the best performance you can achieve with the mods you consider essential. Those high resolution texture replacements are the mods that will tend to cause lag. This means you really need to install and test one mod at a time to be able to tell immediately which mod is adversely affecting performance. If you haven't since installing the game, defrag your disk drive. This is the first step to reducing lag, but any reading from disk (instead of from memory) will be the source of your lag. Suggest you read the entire "FNV General Mod Use Advice" article first. It covers the basics and difference of FNV from other games you may know. Then look at the "Solutions to Performance problems" section of the "Fallout NV Mod Conflict Troubleshooting" guide on how to tune your system to get the best performance.
