Delayed armor acquisition

So I think my main pet peeve of the game is how quickly you move to the end of the game. I have a character that hasn't joined the civil war, hasn't done the blood ritual for companions, just met Karliah, only did the tour for the college, doesn't even know where the Dark Brotherhood is, and has done very few miniquests. Currently I'm level 40 and I have ebony gear dropping to give to Lydia and such. That's almost top-tier gear and I'm not even 1/4 of the way through the game! And only halfway through leveling as well. So this is what I'd like in a mod, if it's possible, since I have no idea how this is setup:

Make each type of armor have a level range, say:

Iron 1-10

Steel 10-20

Orcish 20-30

Dwarven 30-40

etc.

So that that gear doesn't show up on vendors until much later than it currently does. IMO, this would go hand in hand with a smithing nerf so that you can't just spam iron daggers to 100, but it's possible such a mod already exists. This would help the game feel like there is a more solid progression to it, as opposed to me going from leather to thieves guild armor to...glass/dragonscale. You can just jump through all the items in the game so quickly, I'd like a mod that could balance that out, and maybe even make it worthwhile to put in some additional tiers of armor in between the current ones.

This is my first mod suggestion, I have a number of other ideas, but don't want to spam the forums with threads, hah. This is just a pet peeve of mine, as I like to get a sense of progression but the gear in this game just skyrockets forward it seems. I think I'd like it better if I had the time to work on crafting myself a set of armor each tier and enchant it,but currently if you take the time to level smithing/enchanting up a bit, you then reach the next tier of gear so you'd go right to upgrading it again, wtf? I was originally looking for mods to change how the leveling pace goes (I'm fine with how quickly I learn skills, but you also jump up levels soooo fast) but I found a different leveling mod I am really enjoying, so need to see if I can treat the root of my issue. And I can't be the only person who thinks this is silly.
