Dealing with Favor158 (Helm of Winterhold).

So i honestly cannot find a way to reset this quest as it disables itself for pretty much no reason once you've entered Winterhold and left again, without even speaking to Jarl Korir. (does not actually fail to fire due to the college at all seemingly)

 

So should i just skip this entirely and start the thane quest?

 

EDIT: i should say, that i have tried resetquest, setstage, completequest, adding korir back to his quest faction, reloading both scripts for the quest and nada.
