Can't get Skyrim NPC editor to work.

When I try to start NPC editor and it says to find my Skyrim.esm file, I browse for it and then I get an Unhandled exception has occured in your application. Could not find a part of the path. My skyrim enhanced edition is not in Program Files, maybe that has something to do with it? Some help would be appreciated. Thanks.
