stebbinsd
There are two equations which govern how fast your settlements increase in population. The first is always running; it's mostly dependent on your current settlement happiness, and if the RNG is in your favor, you get 1 new settler on any given day. The second equation is running if your current settlement population is less than 5. If the RNG is in your favor on this equation, you get a another new settler, for a total of 2 new settlers. The problem is that this is painfully slow for raising your settlement population. Most Settlement managers usually prefer to have only about two or three "blowoff" settlements whose sole purpose is to generate new settlers to assign to other, more important settlements. By purposefully keeping these populations under 5, they can maximize the rate at which settlers spawn. But I shouldn't have to do that! I can also use the console command "player.placeatme 20593" to give myself new settlers manually. But these guys tend to not behave properly since they weren't generated naturally. To counter this, I'd like to see a mod that bypasses the RNG equations altogether. When you set up a radio beacon, every day, you get 5 new settlers (yes FIVE new settlers), regardless of happiness or other factors, until your settlement is full. But these guys tend to not behave properly since they weren't generated naturally. This console command is the only way I add settlers anymore. Try this if you are having issues with these settlers: 1 - Save the game.2 - Console Command in one new settler.3 - If you want to keep this settler immediately go into workshop mode and highlight this new settler. You will see the command for move and press that key. (If you do not like the settler just reload from the save and try again)4 - When you press the key to move the settler you will see the drop down menu of all your current settlements. The one you are currently in will also be an option as this settler has never been assigned anywhere in the game. Just select the settlement and hit confirm.5 - This settler will now be assigned to the settlement and function as any other. Assign it to food or what ever you want and it will act as any normal settler. This is what I do to stock every settlement I have and I have never had any issue at all. I hand select every settler to make sure I get the mix I want and none of the settlers that I do not want. The command player.placeatme 20592 1 will only generate one settler at a time so it is easy to manage. However you may have to reload the save a couple of times if you want specific settlers. Just make a new save after each one that you want to keep and just keep reloading until you have the mix you want. Good luck.

Kodiak412
Didn't I already establish that settlers added that way are glitchy? Well pardon me. I guess you missed my nice way of telling you that if they are glitchy it probably is because you are doing something wrong and not following the steps I outlined. In vanilla this will not give you any "glitchy" settlers. Whatever glitchy means. Perhaps you have a mod that messes them up but no one here is a mind reader so how would we know? Good luck with your mod.
