where can i learn??

i have this idea to make a new menu for alchemy

 

 

if anyone could tell me where i can learn how to do the following i would be very gratefull:

 

1.-change a perk (and actually have its effet activate) this activates number 3 and the rest

 

2.-in the create a potion menu, instead of r being the key to craft a new potion have it activate the appareance of a new menu

3.- in the new menu have as many scrollers as the selected potion had effects

4.- to be able to control the efects with the scrollers.

5.- after this have the r key craft the potion.
