Missing Dialogue Options

I have just encountered this where when I try to talk to any NPC vanilla or modded they will speak their opening dialogue but when text box opens there is nothing and I cannot even back out I can only load last save by esc menu. I tried the following with no success

 

This is what it looks like

Disabling all UI mods (including Uninstalling them and reinstalling)

Disabling all mods and leaving only Vanilla DLC

Verifying Steam Files

Using Loot to Sort Load Order

Removing mods to keep the load order under 140 plugins

That is 145 plugins. I didn't bother to count how many are inactive, because even inactives count against the cap if they are installed in the "Data" folder. The "140 cap" is only an approximation. It varies by system. (Mine is proven to be 129.) See the "FNV General Mod Use Advice" article for more details and other things you need to be aware of.

 

You also have Project Nevada, MCM, and The Weapon Mod Menu. I don't see any sign of UIO to stitch them all together, so most likely that is the source of your dialog issue. See the "HUD-UI-Menu issue" article on how this occurs and the solution.

I'm having a similar problem but the goodbye option is still there. Only ui mods I have are for pipboy icons. Also not all characters have the issue only some do. I'm quite stumped to be truthful. I've uninstalled and reinstalled more than once. Edited April 3, 2019 by Lapistmacir

Please provide ALL the information requested in the wiki "How to ask for help" article. Don't forget to identify things that do not appear in the "load order", such as if you are using a "regional language version" of the game; using the FNV4GB Patch, NVSE and it's related plugins; replacements for textures (specifically their larger image sizes: 1024x1024, etc.), animations, or "bodies", etc.; and "post-processors" like ENB or SweetFX. It saves us playing "20 questions" and gets you a more specific answer more quickly. (The usual turn-around on post and reply in an older game forum is 24 hours.)

* See "How to markup images (etc) in forum posts and comments" article for how to use "Spoiler tags". LOOT already includes those tags in the "load order" it copies to your clipboard, so you can just paste it's list into your post.
