If you are not using either OBMM or Wrye Bash, the load list you see in Oblivion's data section is probably not the actual load order.

 

First, disable ALL mods and see if it starts. if it doesn't then you have another problem. Once you get it to start, then enable several mods at a time and try. when it fails, look at the last group you enabled for your problem.

 

If you are not using OBMM, get it it will make troubleshooting this kind of problem mush easier. It also allows you to change actual load order if there is a problem. Wrye Bash is better at finding conflicts and has some other nice tricks, but is much more difficult to install and learn.
