Battle for Windhelm Bug (PC)

I searched the forums and couldn't find anyone else with this problem. This is a little long but please bear with me. In the Battle for Windhelm, after quickly plowing through all of the Stormcloak troops on my own I proceeded to enter the Palace of the Kings and confront Ulfric, ahead of General Tullius and Legate Rikke as I expected them to be transported to the Palace with me. However, as soon as I entered I became stuck in cinematic mode, with Tullius and Rikke nowhere to be found. So I reloaded to an earlier quicksave just before the battle and did it again, this time staying with both Tullius and Rikke and not going ahead. After defeating all of the troops I quicksaved in front of the palace with Tullius and Rikke right behind me. I then proceeded to enter the palace and the same thing happened; I became stuck in cinematic mode and neither Tullius nor Rikke was there. I opened the console and tried the moveto and placeatme commands for both of them but they didn't work. I kept reloading my quicksave and trying again and again but to no avail. Finally, I entered the palace and after going into cinematic mode once more I used the enableplayercontrols command and tried to kill Ulfric and Galmar on my own. While I was able to kill Galmar, Ulfric just collapsed because he was still marked as essential and said "Let the Dragonborn be the one to do it." So I tried to kill him but nothing happened. Finally I reloaded my save one more time and after entering the Palace and going into cinematic mode I enable player controls and used the moveto command to go to Tullius's location and found myself in the Ragged Flagon in Riften (specifically stuck underwater under where the bar is), after which Tullius and Rikke start speaking their lines from the beginning of the cutscene and just stop. I used tcl to move through the floor and found Tullius and Rikke just standing there with their swords drawn. So I reloaded and did it again with the same result. I then tried the moveto player command on Tullius and Rikke and used moveto on myself to go to their location and found myself once again the the same place (underwater in the Ragged Flagon) this time with both Tullius and Rikke treading water right next to me. So finally, although I know the problem, not only is the quest bugged but the moveto command is bugged as well, which is the only solution I could come up with. I also disabled all mods and tried and there was no difference. I'm thinking of uninstalling and reinstalling without patch 1.3 because I heard it caused many glitches in the Civil War questline but I don't want to because it will take a extremely long time. Has this happened to anyone else? Any tips or advice would be appreciated. Thanks in advance.

Tried moving them to you while you're inside the palace? prid (their id number) moveto.player

 

Also, just FYI, a large, unbroken wall-of-text paragraph like that is very hard to read.

 

Thanks for the reply. I did try that, the moveto command does not work and seems to be transporting them under the Ragged Flagon. Thanks for the tip about the text though, I'll make sure that I split it up (if necessary) in any future posts (that's probably why you didn't see that I mentioned it, sorry).

 

Regardless, in case anyone wants to know I was able to finally finish the quest by moving between the Ragged Flagon and Palace of the Kings using the coc command whenever I needed to advance the dialogue, as it appeared to somehow progress normally that way. Though I didn't have the advantage of having Tullius and Rikke with me to fight Ulfric and Galmar, I was able to defeat them and just go to Tullius to get his sword and then go back and execute Ulfric.

 

Do I need to ask a moderator to close this or something? Sorry, this is the first time I've posted a topic and I'm not sure what needs to be done.
